PreQLB Changes to version 2.0 since its release on 4-15-91

08-02-91  Added support for the CDECL statement

12-20-91  Fixed a "bad file name" error that would occur if you ran PreQLB
          from the command line, and passed it a filename with an extension
          other than .BAS.
